Land resumption and clearance in the second half of this year

The plan for the New Territories Northeast New Development Area, which has been discussed for more than 10 years, is about to be launched. The documents submitted to the Legislative Council by the Development Bureau indicate that the resumption and clearance of Kwu Tung North and Fan Lam North New Development Area will be commenced in the second half of this year. The development plan will also enter the construction stage.

The Development Bureau estimates that after the completion of Kwu Tung North and Fanling North New Development Area, about 71聽800 flats will be provided. Nearly 70% or 48,000 will be public housing, which can accommodate 188,000 people and create more than 40聽000 jobs. . The government expects the first batch of residents to be employed in 2023, and the entire infrastructure project was completed in 2031.

The plan will be carried out in two phases. It will recover about 180 hectares of private land and clean up 239 hectares of government land, which will affect about 1,500 households, totaling about 4,200 people and about 440 business operators.

The first phase of the site involves site formation, infrastructure works and the construction of the Fanling Bypass East Link to Fanling North New Development Area and Fanling Highway. The spokesman for the Development Bureau said that the Administration has approached the 70% affected tenants in the first phase. Some 50% are willing to discuss resettlement compensation with the government. It is estimated that about 50 households near Shiziling will move out this year.

Optional up to 600,000 yuan special allowance

The document shows that eligible affected residents can choose an ad hoc cash allowance of up to 600,000 yuan, or an ad hoc cash allowance of up to 500,000 yuan to purchase a special resettlement housing subsidized sale unit. The spokesman said that about 90% of the affected residents are registered squatter tenants. If they have lived for 7 years and they do not hold the property, they are eligible for the application.

The spokesman also pointed out that there is no hope of fighting in the process of land resumption, but it is unrealistic to assume that all affected people will voluntarily leave. According to the document, the overall project, namely the development of the first phase, the development of the remaining phases, the water purification facilities at Shek Wu Hui and the works on the tanks and clinker, require a total of $32.86 billion. The plan includes the redevelopment of the Shek Wu Hui Sewage Works

Apart from Kwu Tung North and Fanling North New Development Area, the entire development plan will also include the redevelopment of the Shek Wu Hui water purification facilities and the co-location of police facilities in the tanks. The paper points out that the existing Shek Wu Hui Sewage Treatment Works is a secondary sewage treatment plant. The treatment capacity will be fully saturated in 2022. To meet the sewage treatment demand brought by Kwu Tung North and Fanling North New Development Area, it is planned to upgrade to the tertiary standard and rebuild the sewage treatment plant.
