Huang Yuanhui: summing up the two or three directions for the supply of land. The interim report will be handed over to the chief executive next month.

The five-month “Land Debate” under the responsibility of the Land Supply Task Force will be completed by the end of September. The Chief Executive, Mrs Lam, has requested the Task Force to hand over the direction in advance for the reference of the October Policy Address. The Chairman of the Panel, Mr Wong Wai-fai, will accept an interview with the Secretary. At the time, the team is currently preparing an interim report, which is expected to be submitted to the Chief Executive as early as the beginning of September. The group will first synthesize the opinions heard during the consultation period. Depending on whether a clear and macro framework can be drawn, it is believed that the general direction of two to three land supply can be summarized.

Developing a country side

The team still arranged nearly 50 small consultations, 1 public forum and 3,000 sample large-scale telephone polls in the remaining months. He believes this means that there is relatively little support for these options. For the former Chief Executive Liang Zhenying who proposed to develop a country park border, he revealed that this option was discussed by many people, but mainly opposed.

It is difficult to speak overseas

In addition to the 18 options put forward by the group, other suggestions have been made from time to time. The Democratic Party Yin Zhaojian and others have previously advocated the allocation of land for the PLA military camp. Huang Yuanhui bluntly said that this proposal has not been discussed by more than 100 consultations so far. The Government has already indicated that Hong Kong’s military land has defense purposes and has not been idle. Therefore, it has not been included in the option at the beginning.

Another “bounce out of the box” opinion is to borrow land from abroad. The New Democratic Party, Mrs Regina Ip, has proposed to reclamation of the sea west of Lantau Island and to borrow the land from the Central Government to fill out the “Hong Kong Living Area” in Zhuhai, and to put public housing and elderly homes in the district. However, Huang Yuanhui believes that it is necessary to go through the approval of the central government to issue a policy. The problem is that Hong Kong has only developed 24.3% of its land, which is much less than that of Shenzhen. More than 40% of the land has been developed in Shenzhen. Li Huiqiong, a member of the guild and chairman of the DAB, prematurely said that he was worried that the land debate could not reach consensus. Huang Yuanhui made it clear that “there may be consensus”: “Consensus is 100% (support), will there be consensus?” He said that land supply has never been “painless” and can only seek several options with relatively high support. He pointed out that since the group has made public consultation, it has the responsibility to give the society a solution.
