The latest documents submitted by the Housing Authority to the Legislative Council show that between 2019/20 and 2023/24, the Housing Authority and the Housing Society will provide a total of 10,700 units, including about 74,700 public housing or “green housing” units and About 26,000 other subsidized sale units, but the supply only reached 64% of the long-term target. The Long Term Housing Strategy set last year the total public housing supply target for the next 10 years to be 315,000, which means that there should be 157,500 units in the next five years. In other words, there is a shortage of 56,800 units in the current plan.

As regards public housing, the Housing Authority will complete a total of 71,700 public housing units in the next five years

As the long-term goal was revised at the end of last year, 22,000 public housing units must be built each year. Depending on the construction plan for the next five years, no one year’s construction volume can reach the target. The year with the most public housing construction was 2021/22, reaching 20,700 units; the year with the least construction was 2020/21, with only 6,100 units.

Documents show that the Housing Authority will have 18,400 public housing or green housing units completed in 2023/24, but mainly in the New Territories and Islands District, including 10,000 Tung Chung units, 2500 Kwai Tsing units, and 2500 Tuen Mun units, and 800 Fanling units; the urban area has only 2,600 units provided by the reclamation in Sham Shui Po.

In terms of subsidized sale of housing, the Housing Authority will supply a total of 23,700 units in the next five years, of which 5,600 units will be provided in 2023/24, including a single-unit project with only 200 units on Java Road, North Point. It is the Housing Authority’s next five years. The only HOS site on Hong Kong Island; the government last year allocated nine sites for public housing, including Kai Tak 2B2 site and Anderson Road RS-1 site, which is expected to provide a total of 3,700 units.
